Peony's outfit doesn't fit his stature as the emperor at all. Starting from the top, Peony wears his hair down and while it's not all that long it still is a bit untamed for a ruler who is supposed to look dignified. He has a bead in his hair that is the same color as his eyes. Some fans speculate that it proves his status as royaity however there is no official explanation. Moving down you can see that Peony has well tanned skin. Which on one hand is surprising because he grew up in a snow covered village that rarely saw the sun but his home is in the summery looking capital. You can see his tan though his two shirts. The first is a plain black three-quarter sleeve undershirt while the second is a white or off white shirt with gold designs on the edges.
As for his bottoms he wears pants that make him look even more ridiculous.
Many wonder how or why Jade or his other close friends/allies/generals/etc. allow him to get away with looking ridiculous on a daily basis but really I think his crazy outfit is just what makes Peony their emperor. Aside from that the clothes wouldn't fit his personality if they weren't ridiculous. Or maybe, the rappigs ate all his good clothes.

†Personality:
Peony is an epic character. "How do you know?" you ask. Well, clearly it is because Jade master of awesome, lord of epic lulz, and king of snark says so. See Jade is Peony's BFF. And while Jade has an insult for everyone his Peony insults prove that he respects Peony both as a ruler and as a friend. First Peony is really over the top. You first see him hanging out in a rather ornate palace and while he's happy to have "his" Jade back after the party dragged him all over the world Peony has a more pressing matter to attend to. HE LOST HIS RAPPIGS! His rappigs are ore important than the fact that his Colonel is home, or that the princess of Kimlasca is there, or even that the fon master is visiting. No, everything takes a back seat to his rappigs. This makes Peony seem oblivious to the world around him which is a bad trait for a ruler but at a closer look he knows what's going on and can throw Jade's snark right back at him (in a kind and cute way).
Peony is also a bit of a slob. This is shown off when you go in his room, which is a mess. (Is one of the rappigs eating his bed?) Yes, sadly it is one of the two places that Peony makes sure stays a mess. (The other Jade's office much to Jade's dismay.) Peony keeps his things a mess and can even have cool things when the party roots through it (read: side quest weapons!).
Overall though, Peony is responsible. He tries his hardest to keep his people safe, fight a war, and deal with Jade's snark, and so on. He does a pretty good job. The country isn't ruined yet. He also does a good job of keeping his politics (in all but Jade's matters) and personal life separate.

†History:
Peony grew up in Keterburg along with Jade, Dist, and Jade's sister Nephry. The reasons for this are not certain but it is believed it would protect him from harm and the politics involve with ruling a nation. For those who don't know Keterburg is the coldest and snowiest place in Auldrant. While he was there he became best friends with the snarky man known as Jade (who wasn't so snarky at the time). He even went so far as to sneak in and sit in on Jade's lessons with Professor Nebilim.
Peony's early relationship with Jade caused many problems with in Keterburg, specifically involving Dist (who was known by his birth name of Saphir back then). Dist was jealous and felt like an outcast as Jade and Peony became closer. Dist still harbors a lot of hatred for Peony and believes in some ways that Peony was the one who 'corrupted' Jade.
Peony grew up quickly and realized that he had fallen for Jade's sister Nephry. He tried to be with her and even wanted to marry her. For reasons not explained in the game Nephry rejected Peony (as shown in the Peony Gaiden). This was because of the class difference. Nephry realized this and moved on. She did this without emotion and some even go as far as to say that she never loved him back. Peony on the other hard swore never to marry.
Peony was crowned as the Emperor of Malkuth and Jade eventually returned to his side to be a Colonel in the army to be by Peony's side. There are various theories on this some believe that it has to do with the "skeletons in Jade's closet" as the phrase would say. Peony seems happy as Emperor and remains as approachable a he was in his humble childhood. He is still responsible and very concerned about Nephry, Jade and even Dist. He still isn't married at the end of the game.
As the emperor of a large nation Peony rightfully has a palace. A huge one that is in a pretty city, it's surrounded by water, and the military protects it, and it's pretty, an' epic.Peony's palace is very ornate and has lots of maids and military officers running around. From the big throne room you'd expect Peony to be an old guy who is fat and pompous. Naw! Instead you get the young and sexy emperor of Malkuth Peony IX. Peony's palace has a lot of rooms which the party is free to roam as they wish (and find items) however they also have to look for Peony's beloved "pets".
Said pets are called 'rappigs'. They are exactly what they sound like, a combo of rabbits and pigs. He has five when you first meet him (if I remember them correctly) and they are all named after people who are important in his life. Their names are as followed: Jade, Nephry, Nebilim, Saphir, and Aslan. When you talk to him later in the game Peony is considering naming a new rappig 'Luke' after the game's protagonist. This freaks Luke out but no where near as much as Jade has been freaked out by his best friend's strange pets. He goes around with the beautiful one named after his sister and having to hear Peony call them things like "My cute little Jade!".
Aside from that Peony is a beloved ruler. His military leaders include McGovern (Jr. and Sr.), Aslan Frings, and Jade. They all talk respectfully of him. Hey, he even has a whole corner of mess in Jade's otherwise pristine office so that he can stay with him and talk while Jade works.
Peony also makes many responsible military actions. These include his treaty with Kimlasca the nation that they have been at war with for generations. So while he may be a klutz, a mess, and even what some would say irresponsible in his everyday life he is in no way a bad or irresponsible ruler.
